They are "outside of time", but in order for anything to move at all, time has to exist, so time in TVA, works differently. It only works in linear path. "Changing the past will change the future"

hulk is right, but he is talking about living inside timeline, for loki it's not same because, he is not movin in time, he is moving in space also, OB is on whole different level because he explained how he was slipping through time in different place, In episode 6 loki goes to meet mobius which is completely different timeline and it gets destroyed because loki was not suppose to talk all that to mobius to loom destroys the timeline hence mobius gets deleted, so loki wasn't just moving in time but also space, so Loki is not writting the same timeline, whichever time he goes into it becomes his timeline to chain, that's the real story.
I think what most of the people missed here is what OB said in season 2 episode 5. Theyre wondering if lokis time slip problem can be solve through science or fiction and at the end, OB realized it was a fiction problem. I think from that point, it doesnt really matter wether its logical or not because the series decided to take the path of fiction

The past version got all the knowledge and experience of the future version… so he can do things differently and alter the future…
Changing the past doesn't change the future because it becomes a new timeline. That other time line stays the same just without you in it .
Loki was able to change it because there was no future. He was at the end of time.
