It's not 100 efficient it's changing it's angular momentum and angular velocity everytime, although due to gravity it might never stop

Ball-bearing has friction(very little) so it will stop after some time definitely and also air around the machine will oppose moving parts.

Well, I have parts 1 to 5, and now: 6. Battery, 7. DC motor, 8. Gears... and it actually works! But seriously, don't just look at the leverage, count the balls: 3 on the right propels the wheel, but 7 on the left slows it down. 2 are neutral. All in all, all twelve balls appear neutral.
