It seems the rider in this video is actually wearing shoes with no shoe laces in addition to those gloves (which appear to be designed to prevent your individual fingers from getting caught), elbow pads, and helmet. I imagine they have those shoes on hand for riders similar to the way bowling places have bowling shoes you can borrow while you're there.

And the flat surface on his palms is likely to stop his individual fingers from entering the slots where the bristles emerge from. We called them “Pinch points”. They also likely help him keep his balance, but I’m guessing on that bit for I have no surfing experience lol
