Vocoders are how cochlear implants work. The organ responsible for converting vibrations to electrical signals, the cochlea, gets hollowed out and replaced with electrodes. These then get currents passed through them depending on the volume in each band of the vocoders signal. Because of how the electrodes and cochlea interact, each band is basically heard as a band of noise, much like the final vocoder example in the video.
Imagine only hearing things like that. Now you know to speak really clearly next time you meet someone with a cochlear implant!
