Graceful Charity is WAY more devious than you describe it. Due to how its effect is written, you draw 3 cards, then can discard ANY 2 cards from your hand, not necessarily from the 3 you drew. This means that you can grab 3 potentially duel-breaking cards from your deck, and discard 2 crappy ones from your hand. It also means that discarding 2 cards is a card effect, so it was an exceptionally powerful card in the likes of Dark World decks, where discarding by card effect would activate the discarded monster’s effect/s.
Not only that, but it sets you up for amazing combos. For example, this was a duel from my past: My deck was pretty shit, and my opponent had his Black Luster Soldier out. Things were desperate, with me having no monsters on field, LP very low, and I had bricks in my hand. He topdecked BLS and turned the tables instantly, after I had somehow managed to punch back a bit. I ran out of cards like Dark Hole and Fissure. My boss monster was Barrel Dragon, and I couldn't summon it. It was my turn, and I draw for turn... Graceful Charity. God damn, the game was back on. Activate, no response, I draw Monster Reborn, and Malevolent Nuzzler. I also drew a beater monster (I think it was... 7 color fish?). I discarded a brick card and Barrel Dragon, and used Monster Reborn. Flip coin... and oh baby a triple! BLS gets blown up, and I summon beater, equip spell, and attack for game. That was one hell of a victory, given I had a deck of a bunch of starter decks cards and barely any booster cards, along with a few charity cards from friends lol.
I'd certainly put Giant Trunade on the list. At its worst, it just clears the opponent's backrow - but at its best, it also lets you reuse soft once per turn continuous spells, reset dead continuous traps like Call of the Haunted, and remove your floodgates to free up your own turn just to reactivate them at the start of your opponent's next
A FTK deck with Mass Driver was so consistent that won the World Championship. It would be even worse nowadays with so much monster spamming, so I'd put that one over Giant Trunade any day. And Card of Safe Return is on a similar league of madness.

In order for a card to be considered in this type of discussion it has to be inherently powerful in an vacuum. In other words, on its own it can get you out of a losing situation. Mass Driver will never be that card.

Giant Trunade, on the other hand, despite being alive more easily, only gets great in a few specific situations, and can be useless against backrow-heavy decks. I'm not saying Mass Driver is the greatest choice for the list, but certainly better than Trunade in terms of danger to the game. Now, I would choose the original Crush Card Virus instead, which isn't only an awesome card to get out of a losing situation, but also won games on its own with the irrelevant requirement of a weak Dark monster. Or maybe, Sixth Sense.
I thought one aspect of the Power 9 was that they were from the first sets of MTG from before game balancing was really ever taken into account. With that in mind I'd agree with Pot of Greed, Graceful Charity, Painful Choice, Delinquent Duo, Imperial Order, and Royal Oppression. I'd then say Magical Scientist, Forceful Sentry, and Heavy Storm would round out the 9, with honorable mentions to Cold Wave, Confiscation, Giant Trunade, and Harpie's Feather Duster.
For as simple of a card Pot of Greed is, it being one of the strongest cards ever produced really is a testament to its Throne on the ban list. Seriously, people will banish a quarter of their deck. FACE DOWN, banish cards from their extra deck, and many other hoops just to draw 2 cards.
Yeah PoG just says get one more card then u would normally have. And in a combo heavy game like ygo cardadvantage is everything. So it might just be the strongest card ever printed. Just because everyone would use as many copys as they can.
People will give their opponent 1000 lp to draw 1 lol. That should tell you everything about how strong consistency cards are in yugioh, but also the instant card advantage you get is just broken in any card game in general
@aryzo 1000 LP wasn't much of a cost to begin with, so idk why you said, "That should tell you everything." But you would be right if it was 5000 LP. Most decks can't kill at 14k, so I would be shocked if it would still see play.
I think there are two that this list is definitely missing 1) Forceful Sentry: it's like a free delinquent duo that lets you discard only one card but looking at your opponent's hand and you choosing the card 2) Card of Safe Return: this would be definitely one of the most broken cards nowadays, this one lets you draw one card every time you special summon a monster from the graveyard, it's like a maxx C but you have the control to summon the monsters
I think my inclusion would be Magical Scientist, because it's literally a 1 card ftk in an unlimited or even traditional format (1 copy of every banned card) and bc it's a lv1 you can get it out in a myriad of different ways. Summon independent nightingale, 2 lv 4 fusions, garura, and 2 patissciel couverture. Overlay the lv 4s for king of the feral imps to search tyrant neptune, then tribute the 2 patissciel couverture to special summon supreme king dragon starving venom targeting independent nightingale on your field and burn for 4k. Link summon linkuribo with magical scientist, use KOTFI and garura to summon knightmare goblin, knightmare goblin CH1 garura CL2, draw with garura then discard with knightmare goblin for an extra normal, then tribute independent nightingale for tyrant neptune and use his new eff for 5k totaling 9k damage. 1 card ftk after paying 6k LP, requiring 1 main deck monster and 1 MD "garnet" that's not even a garnet cuz you search it as part of the combo anyways. Also leaves you with 5 ED spots so you can always put in an otk strategy going 2nd.
The legal (as of writing this comment) Power 9 (IMO) would be Harpie's Feather Duster, Nibiru, Ash Blossom and Joyous Spring, Infinite Impermanance, Called by the Grave, Evenly Matched, Foolish Burial, and Red Reboot. Some others that could be considered would be Forbidden Droplet, Instant Fusion, Reasoning, One for One, One Day of Peace, Terraforming, Upstart Goblin, Reckless Greed, or any of the Pot cards. Honorable mention to Pankratops.
Pre Erata Chaos Emporer Dragon. As a child i had fear for the Artwork bc i knew the effect. Today its awe. One of the Most Impact full cards and probably one of the mightiest cards in Yugioh.
I feel like, though maybe not part of the Power Nine, Last Turn is comparable (if not practically opposite) to Shaharazad in the convolution it adds to the game that no other card has truly done before or since its printing
Well if I learned anything from the anime, the most busted card is whatever your ace monster is, especially in a high-stakes, critical moment of your duel when it seems like all hope would be lost, but you have your friends' emotional support and the Heart of the Cards on your side.
Got into Duel Master about a month ago and with the free gems, helped me buy Maxx C and Nibiru helps me against most meta decks where they would rage quit.

I’d argue for a yugioh list in this case of: Pot of Greed Graceful Charity Delinquent Duo The Forceful Sentry Confiscation Harpies Feather Duster Raigeki Mirror Force Imperial Order In same fashion as the MTG list, most of these cards are of 1 color (or lack thereof,) and the others are another.
I think The Forceful Sentry should be in there. A no restriction knowledge of the opponent's hand stripping their best card, amd being shuffled to the deck is too powerful. At least with Confiscation, the opponent may still get advantage for the discarded card going to the graveyard.
Yes, swap it for delincuent duo, its only good in turn 1 and even then them picking one means on the crack back they will be already set up perhaps with one less combo piece or board breaker, but not confidently being the best card
I would say the Forceful Sentry >>> Delinquent Duo, hand knowledge and being able to pick the card to shuffle back (not even GY set up) is just so much better.
The Forceful Sentry and Confiscation are stronger because of hand traps. Allows you to look at your opponent's hand and rip a card out of it. Then you can do your plays with ease. Stronger than Called By The Grave.

Painful Choice is literally the best card in yugioh bar none. In a no banlist tournament it allowed tear to use victory dragon effectively and ended matches. Stipulation of no banlist is no surrender because of Victory Dragon
I remember playing a game in which painfull choice was allowed they picked the card then the rest go to the gy and then i activate another effect to discard the card he gave me, to make him think that he had no option
Toon Kingdom immediately busted the first game i played with it. I searched for it woth Toon Bookmark on first turn with new deck. Toons immediately become really hard to destroy, and TK was safe with Bookmark on the graveyard. I need a second copy now.
I think that Waking the Dragon is extremely underappreciated. All you have to do is convince your opponent to wipe your spell/traps and you can special summon a Raidraptor the ultimate falcon for free. A monster that has 3500 atk and is immune to card effects
The 3 insane consistency pieces (PoG, Graceful, Painful Choice), the 3 Hand rip spells (Duo being the worst among them), Maxx "C", Soul Charge, Trap Dustshoot.
It's not broken because 5 turns later you have to discard your hand. I mean it's extremely unlikely drawing 5 cards right now will help. Lol but for real i think it's not so broken if it's the only card in your hand, you can activate only once per turn, it's probably limited to 1, and you lose in 3 turns or something AND you can't activate this card on your opponent's side of the field or something
You could move Pot of Greed back to 1 and the meta wouldnt change whatsoever. Thats the state of this game's powercreep. Prosperity is just the better card, and even it sees niche play nowadays. Now Painful Choice, thats a card that can never come off the banlist. People would main deck spell/trap negation just to stop it.

I am only including cards from the first three sets and starter decks/promos from that period, just like MTG: Pot of Greed, Graceful Charity, Raigeki, Change of Heart, Heavy Storm, Harpies Feather Duster, Snatch Steal, Delinquent Duo, The Forceful Sentry
Last Will; as it only gets stronger as new cards are released. A monster sent from your field to GY by any means allows you to special summon any monster with 1500 ATK or less from your deck.
The power 9 in Magic are 9 cards from Magic's release (Or around it) that were seen as the most powerful cards ever printed. Additionally, the term "Power 9" came very early in Magic's history. If we follow the same limitation for Yugioh, you'd have to think of something to replace both Maxx "C" and Soul Charge at minimum. Since those cards were released years after the game first started.
I love how perspective affects YuGiOh. As a kid, seeing Painful Choice: “What a crappy card. 4 cards to the graveyard?!”. Whereas nowadays there’s probably dozens of archetypes where that’s totally OP.
I'd say Pot, Graceful, Painful Choice, Imperial Order, Duo, Sentry, Card of Safe Return, Heavy Storm, Magical Scientist. With an honorable mention for things like Cold Wave/Oppression/Confi/Dimension Fusion/Soul Charge.
The Sixth Sense. Pick two Nummers from 1 to 6 and roll a dice. If your number comes up, you can draw as many cards. If not, discard as many cards from the top of your deck. Best case, you can draw 5 or 6 cards or discard 1-4 cards from your deck to the grave wich is good to these days

In order to be a power 9 it has to be first set and has to be either warping or game breaking for at least a good while. With this in mind I went ahead and checked LoB and the first two starter decks to get a good idea for what would be Yu-Gi-Oh's power 9 or in this case power 6. Monster Reborn Pot of Greed Raigeki (no brainers, in LoB) Card Destruction Change of heart Last Will (Odd choice I know but this thing is still banned for a reason) (In Yugi's starter deck, released same time as the OG set)) That gives us a power 6 which are the 6 OG cards that are still good enough to see play today (not a ton of play but still some) if we expand it to the entire first year we can be a bit more choosy by limiting it to cards that either are still banned or to 1 copy each. That gives us: Painful Choice Heavy Storm Upstart Goblin Delinquent Duo Giant Trunade Cyber Jar Imperial Order Morphing Jar Believe it or not Graceful Charity wasn't released in the TCG until Dark Beginning 2.
The power 9 ( Pot of greed, Mirage of nightmare, Graceful chairty, sixth sense, painful choice, deliquent duo, royal oppresion , soul charge , dimension fusion.) The power 9 changes each meta in yugioh but if these 9 cards came back in the current game they would warp it. The true power 12 however would include mystic mine, confiscation and the forceful sentry. Appointer of the red lotus would be 13 and 14 would have to be maxx c.
I get maxx c all the time on master duel, let them draw as much as they want and then go for the OTK, its rare they draw into a hand trap that will stop cyber dragon smackdown otk strategies. . Toss your cyber dragons away to summon rampage dragon clear backrow. Mill herz and nachester with rampage second effect. Add nachester from grave to hand with hertz effect since its now called cyber dragon. Normal summon nachester which specials any 2100 atk monster in the GY (nova is a good target if you lost it earlier because then you can up to infinity and then attach nachester as material too and you can negate any battle faders) then attack for game
If we are talking about raw power during their release, the Chaos suite deserves a mention. BLS and CED completely took over the game upon release to the point where they were splashed in almost every deck. The cost of summoning them was so easily met because the best monster cards in the game at the time were already light/dark anyways. Mad scientist also belongs on this list for its meta defining presence, and it was also the only deck that could reliably stand up against the chaos decks at the time because of how fast it was. Catapult turtle also comes to mind because of it's ability to potentially end the game on the first turn before cards were released to be able to deal with it at all.
Just like the actual Power 9, these are all centered around insanely high-value resource management, outside of one that just shuts down everything outright.
The credit card lets you add cards to your deck at the cost of hours from your life. Totally busted

FS puts a card back in the deck, not discard, which is even better. Confiscation is the discard one, but costs 1000 LP.
Imagine having Card of Safe Return and Special Summon Disk Commander repeatedly and you would draw 3 cards each time.

Yes, swap it for delincuent duo, its only good in turn 1 and even then them picking one means on the crack back they will be already set up perhaps with one less combo piece or board breaker, but not confidently being the best card
I would say the Forceful Sentry >>> Delinquent Duo, hand knowledge and being able to pick the card to shuffle back (not even GY set up) is just so much better.

The Forceful Sentry and Confiscation are stronger because of hand traps. Allows you to look at your opponent's hand and rip a card out of it. Then you can do your plays with ease. Stronger than Called By The Grave.

Painful Choice is literally the best card in yugioh bar none. In a no banlist tournament it allowed tear to use victory dragon effectively and ended matches. Stipulation of no banlist is no surrender because of Victory Dragon

Toon Kingdom immediately busted the first game i played with it. I searched for it woth Toon Bookmark on first turn with new deck. Toons immediately become really hard to destroy, and TK was safe with Bookmark on the graveyard. I need a second copy now.
I never thought of YuGiOh having a power 9 cards, but this is pretty interesting. For a monster I would say Yata-Garasu.

I think that Waking the Dragon is extremely underappreciated. All you have to do is convince your opponent to wipe your spell/traps and you can special summon a Raidraptor the ultimate falcon for free. A monster that has 3500 atk and is immune to card effects

It's not broken because 5 turns later you have to discard your hand. I mean it's extremely unlikely drawing 5 cards right now will help.

Thats the state of this game's powercreep. Prosperity is just the better card, and even it sees niche play nowadays.
Now Painful Choice, thats a card that can never come off the banlist. People would main deck spell/trap negation just to stop it.

I am only including cards from the first three sets and starter decks/promos from that period, just like MTG: Pot of Greed, Graceful Charity, Raigeki, Change of Heart, Heavy Storm, Harpies Feather Duster, Snatch Steal, Delinquent Duo, The Forceful Sentry

Last Will; as it only gets stronger as new cards are released. A monster sent from your field to GY by any means allows you to special summon any monster with 1500 ATK or less from your deck.
The power 9 in Magic are 9 cards from Magic's release (Or around it) that were seen as the most powerful cards ever printed. Additionally, the term "Power 9" came very early in Magic's history. If we follow the same limitation for Yugioh, you'd have to think of something to replace both Maxx "C" and Soul Charge at minimum. Since those cards were released years after the game first started.

I love how perspective affects YuGiOh. As a kid, seeing Painful Choice:
“What a crappy card. 4 cards to the graveyard?!”. Whereas nowadays there’s probably dozens of archetypes where that’s totally OP.
I'd say Pot, Graceful, Painful Choice, Imperial Order, Duo, Sentry, Card of Safe Return, Heavy Storm, Magical Scientist. With an honorable mention for things like Cold Wave/Oppression/Confi/Dimension Fusion/Soul Charge.
The Sixth Sense. Pick two Nummers from 1 to 6 and roll a dice. If your number comes up, you can draw as many cards. If not, discard as many cards from the top of your deck. Best case, you can draw 5 or 6 cards or discard 1-4 cards from your deck to the grave wich is good to these days

In order to be a power 9 it has to be first set and has to be either warping or game breaking for at least a good while. With this in mind I went ahead and checked LoB and the first two starter decks to get a good idea for what would be Yu-Gi-Oh's power 9 or in this case power 6.

The power 9 ( Pot of greed, Mirage of nightmare, Graceful chairty, sixth sense, painful choice, deliquent duo, royal oppresion , soul charge , dimension fusion.) The power 9 changes each meta in yugioh but if these 9 cards came back in the current game they would warp it. The true power 12 however would include mystic mine, confiscation and the forceful sentry. Appointer of the red lotus would be 13 and 14 would have to be maxx c.

I get maxx c all the time on master duel, let them draw as much as they want and then go for the OTK, its rare they draw into a hand trap that will stop cyber dragon smackdown otk strategies.

Toss your cyber dragons away to summon rampage dragon clear backrow. Mill herz and nachester with rampage second effect. Add nachester from grave to hand with hertz effect since its now called cyber dragon. Normal summon nachester which specials any 2100 atk monster in the GY (nova is a good target if you lost it earlier because then you can up to infinity and then attach nachester as material too and you can negate any battle faders) then attack for game
The forceful sentry seems like a better option than Maxx C cause it lets you know if its safe to combo off or you can make it safe to combo off
If we are talking about raw power during their release, the Chaos suite deserves a mention. BLS and CED completely took over the game upon release to the point where they were splashed in almost every deck. The cost of summoning them was so easily met because the best monster cards in the game at the time were already light/dark anyways.
Mad scientist also belongs on this list for its meta defining presence, and it was also the only deck that could reliably stand up against the chaos decks at the time because of how fast it was.
Catapult turtle also comes to mind because of it's ability to potentially end the game on the first turn before cards were released to be able to deal with it at all.
Zombie Warrior is a force to be reckoned with.
Just like the actual Power 9, these are all centered around insanely high-value resource management, outside of one that just shuts down everything outright.
