Carl "CJ" Johnson is the second-in-command of the Los Santos-based street gang, the Grove Street Families and the protagonist of GTA: SA. Had he been arrested after the storyline of GTA: SA these are the criminal charges he would have faced.
No optional kills/missions were included. Enemies that would have been shot by an NPC working with CJ would still have led to CJ being charged with felony murder so are killed by CJ for easier kill counting.
Our exploration extends beyond fiction as we draw parallels to real-world scenarios. We examine cases of real-life criminals and their prosecutions, drawing on legal expertise to examine the likelihood of CJ’s criminal activities leading to actual charges.

I think CJ, Victor and Niko are more fit in the category of anti-heroes/anti-villains than every other GTA protagonist. They are characters that while they indeed do several heinous things and are criminals, however they also do several admirable and selfless acts, for example, one of the main goals of CJ was to end the crack and hard drugs trade over San Andreas.
CJ has canonically stacked the most bodies out of any GTA protagonist.

We just had a case where a convicted sex offender exposed himself while physically assaulting a women in broad daylight, in front of multiple witnesses and on camera. Frank's list of crimes will actually be several times shorter. Tenpenny appears in the game as a episodic character; most of his crimes are not even mentioned in the plot. Plus, he did a lot of things through someone else's hands, in particular, using CJ and other falsely accused, as well as under the cover of the police and C.R.A.S.H.
Of course, you can accuse him of organizing criminal and/or corrupt organizations, but you cannot even accuse him of murder (except for the murder of Hernandez and Pendleberry) - only if you attribute the crimes of his "minions" to Tenpenny himself.

CJ is easily the strongest, and most ruthless GTA Protagonist. This is only the canon events too with the minimum possible sentence, if we included every single crime committed throughout a playthrough, it's probably easily hitting 100k years

San Andreas is based on California, CJ would have multiple counts of first degree murder, the criminal punishment for murder in the first degree is life in prison or the death penalty. California is a state that has the death penalty, so CJ would likely be given the death penalty.
He did kill some military soldiers in some missions which could lead him to death row in federal prison
