    xi: "we want to see a confident US..." - in other words, Xi sees the US as weak. Blinken: "communicate so there is no miscalculation..." - as long as you keep the US aware of CCP's actions, we may be able to manage the relationship. - Otherwise, we can misinterpret the CCP's actions.
