Taiwan and Philippines can have exercises but committing treaty in event of conflict by China would be dangerous for Philippines as they will be dragged on. China will invade Taiwan; it's just a matter of time. Taiwanese people will never agree to be under China as they love their democracy (especially the younger ones). Most important is US to be committed to defend Taiwan (and Philippines). US for sure will use Philippines as jump off to defend Taiwan. The only country that can stop China from further encroaching areas in Asia, is a strong US. But I feel Biden or Trump will never be strong enough against China.

It is not ready to be a major anything if it can't even run its banks. Who's going to invest in a country where the people are easily bribed. As one 20 yr Vietnam lawyer said, there is a culture of not being open and forthwith. In other words, they tend to lie a lot. So buyer or investor beware.

I doubt there is any serious move for a collaboration from Taiwan. India tried semiconductor manufacturing in mid 1980s and failed. One needs to ship Taiwanese or Americans to India for many years to build & sustain manufacturing facility given it's fragility.

Still afraid of working with Taiwan and messaging support for sovereignty? Taiwan has old nine-ten-eleven dash line issues, which if defused might encourage Japan and the Philippines to form shared defense agreements. PRC’s next force projection is to claim those specific contested Islands directly as they did with the Vietnamese in the eighties. Taiwan’s claim on those divides them from their natural democratic allies. PRC uses that claim as a potential trigger for large action. As it is, they will tactically proceed by escalating “flooding the zone” with air and sea assets as currently implemented around Taiwan. A positive is that this illuminates the Taiwanese path into considering more Ukrainian-type innovations with fast-fashion-like low-cost tech assets. Continual tech innovation and adaptability in asymmetrical assets is the key to counter PRC’s aggression. Covertly, Taiwan, Japan, S. Korea and Japan should have shared R & D to maximize these programs, ASAP. Example: Sea drone actuated propeller/rudder locks on the PRC Militia fleet. In the past, Sea Shepard anti-whaling activists used simple net/cables to foul Japanese whalers. Get busy!

Taiwan and the philippines must think outside the box when the question of survival is at stake. Both are potential targets of an invasion. They share a single source of threat and they also have a common ally to come to their aid in times of war, that being the United States. Is the prospect of taiwan and the philippines having a defense pact of their own impossible? The answer is a big no, it's not impossible, it can be done only when both sides agree that they need all the help they can get and try not to rely "too much" on the Americans. Currently taiwan's airforce is very vulnerable to ballistic missile attacks and aerial strikes, because of it's close proximity from "the threat." Majority, if not all of their airfields could be rendered unusable due to heavy or catastrophic damage they could sustain from those attacks. The usage of public roadways for their fighter jets operations may offer little help as the "enemy" is fully aware of this, thus they may strike those as well. A defense pact with the philippines could offer safe access for taiwan's airforce to philippine airbases and ports for its naval ships and vice versa, plus other arrangements. Annual, regular joint exercises on taiwan & philippine soil and seas are likely to be included too. A defense pact between taiwan and the philippines could only mean that in the event of war, they are to help each other. Time is ticking, if both taiwan and the philippines sees an urgent need for this defense arrangement, then people fom both sides should start talking, arrange meetings and come up with a final determination.
