For context, the person we hear is part of the Adeptus Mechanicus. They are a division of the Imperium of man who are dedicated to Technology and it’s knowledge, along with the ones who watch over the Imperium’s tech. To the point they see flesh as nothing but waste. And choose to become more with the machine. Now on the surface it seems awesome, though there are some cons. One of them being how they are conservatives, yes I’m serious. They’re main oath or saying they follow is that knowledge is found, not built. Meaning that they choose to not advance their technology, and will go as far as to punish any who dare choose to build/rebuild technology.

I was born 10 weeks premature with Cerebral Palsy and brain damage. Most of my family has or has had cancer. 3 of my immediate family have died from a wasting genetic disease. My brother and cousin are going blind. I have constant headaches and my eyes have started to hurt and I don't know if it is regular migraines from the brain damage or a sign that my eyes are going too. My right foot has been partially paralyzed my whole life and even though I work out all the time I can not build muscle on my right calf. This video speaks to me on a deep level. If the technology existed in this age to abandon this wretched flesh to live forever in a miracle of steel I would not look back.

40k has a lot of weird ideas but the concept of a super sci-fi sect of cyborgs who aspire to become machines, but who are also complete religious zealots, is probably my favourite idea. The dichotomy of science and logic running full force into religion and faith is such a contradiction but it's executed perfectly and I love it.

I love how his voice changes right at the end. It has a very mechanical feel to it, and then when he says "...for the Machine is immortal. Even in death I serve the Omnissiah." his voice becomes almost ethereal, as if he himself has become one with his Machine God.

Well ‘he’ became an ‘it’ - a Skull Probe
The effect used it called reversed reverb. Good for making characters feel unreal or ghostly. The way reverb usually works is by repeating a sound, each time quieter. Reversed reverb repeats the upcoming sounds, each time louder. So popping a balloon with reverb would be like POP-HHHhhh... vs reverse reverb would be ...hhhHHH-POP. Reversed reverb is not an effect that appears in nature (since it would mean you need to predict what sound is coming in the future) which is one reason why it sounds spooky.

To the couple people I see that are confused about the skull: that is not a servitor or a servo skull. That is a tech priest. He is either old enough that all of his biological bits have rotted away (even his brain), or he hates his biomass enough that he has chosen to remove it all.
Either way, he is a now just a skull and a cogitator, which is a sort of neural implant/cognitive augmentation that can also double as a brain when the biological one rots away. He is fully sapient and self aware, and can be plugged into a variety of mechanical bodies.
