Glider is pulled by a machine using a rope on ground till it reaches up in the air.
It would have been nice to see the whole system. You present a very incomplete storyline

It's a tractor pulling it and more over the run way is on hill top so it flies easily

How does it fly? What is pulling the aircraft?
A pulley system is there on the other side of the runway which pulls the glider and gradually it start rising to a maximum height. The hook is released and glider glides down back to ground giving a aerial view of about 5-10 mins depending on the air current. No engines are attached with glider!

Good point indeed! Since it is a government aided center so the cost is low. Infact we had given them the same feedback. However, within the aircraft you are harnessed well enough and pilots are experienced to handle any unforeseen situation which is very unlikely to happen. May be you can also give them your feedback if you willing to pay a visit in sometime.

Rope attached to motor, same process like flying kite instead of hand power they use motor and release the rope when the plane is in air

This glider is attach with rope and high speed motor, when the motor pull the rope in high speed n the glider go up in the sky by the elevator n then the rope was cutoff n glider was glide in air
