You need to remember slasher movies barely ever had multiple killers like scream did and although there is small details and clues hidden in the film to suggest there is more than one killer (for example Casey's front door being open when her parents get home even tho she locked it from the inside and the killer came through the patio window) to notice these one your first viewing and putting it all together would be ridiculous. What you talking about?
It was Billy who killed Tatum, Stu and Billy made an agreement to kill eachother's girlfriends at the right time to process the continuation of sinful prospectives to horror movie rules.
Billy killed Tatum then because Stu broke the 4th wall on their agreement by going after Sidney in her home in planning on killing her to buried the Prescott memory's because Stu knew how ticked Billy was about it.
Their plan was that Billy kills Tatum then without Stu knowing, he makes Sidney not a virgin anymore, but Stu dressed as Ghostface came into attack Billy after he found Tatum dead before it and with the anger he missed killing spots and actually assumed he hurt or killed Billy for it and as he was aware of what they had done he went after Sidney even the score.
And you can tell it was Billy from the mess he was before showing up at the front door of Stu's house, hair everywhere as he just changed in the backyard then running to meet Sid from which when Stu said he was going to get beers, he discovered Tatum's body then placed the phone call to Randy about their school principal dead to clear the house out so he could make easy work of Randy and mostly Sid.

@@greatestnitemare6626 It was Billy who killed Casey. Stu got hit in the head by Casey with the phone (notice him checking his head with tatums mirror at school near the lockers?).. Billy chased her around front and killed her. Have you never noticed how Billy holds the knife? He used one hand.. Stu always used 2 hands like when he attacks sid at her house.. Behind Randy on the couch.. Heck even when he pretend to stab Billy. Either that or he loves to to slice and dice like he did to Steve and kenny. Billy was the one calling Casey obviously because he was leading the plan and there is no way he would let Stu who has such a high maintenance personality do the phone calls except once when he's in prison. Whilst Billy waits around the front door in case Casey runs out that way, Stu throws a chair through the window and runs in.. As Casey run into the kitchen you'll see Stu Sprint to the front door to open for Billy to let him in (notice when Casey runs around the front you'll see the front door now open after she locked it from the inside in a panic earlier?) Ok so Stu let's Billy in and at this point things arsnt going to plan because they've lost Casey so as Billy probably searches upstairs.. Stu spots her at the window and gets knocked out for a minute with the phone.. Billy hears this and manages to kill Casey outside the front. Stu by this point comes around wondering where Billy is and Casey and spots Casey's parents coming up to the house so runs out the back to look for them.. The last thing you hear on the phone is Billy shout HEY before cutting the call probably signalling to Stu to get his ass over to the tree quick to hang Casey as there's no time left and need to split. Trust me Wes craven was no fool he left plenty of clues and great hints throughout the movie for us to find and figure out. He couldn't do that properly in the 2nd and 3rd movie because of forced rushed prodcutions, leaks forcing major script changes ect

It was like Stu wanted Billy to know that they needed to get Randy off their scent, so yelling about Billy's arrest loud enough so he could hear it, would definitely trigger Billy to want to confront Randy. Stu making the smoke gesture, he was being sarcastic but the entire room was looking at both of them and Stu wanted them to know that he had nothing to do with Randy's outlandish behavior, with that said, usually as humans, if we get an answer to a question, we generally move on. The fact that randy kept saying billy looks like a killer to Billy’s best friend shows how much he isn’t scared of him

That eerie music came in as soon as they both appeared onscreen. Both killers on the screen at once, and we didn’t know. Except for the subtle hint.
