Yes. Placing a picture of the departed on their headstone is very common. My Grandparent's are buired here in Trieste, and they have their pics on the headstone's also.

11 years after the first Kodak Camera was ever sold to the public in 1888 and this Cemetary being established in 1899, Must have been such interesting new thing to add a photo of loved ones on their Head Stones
