Does the slow from luminous reign and last hymn stack?

Yes they stack, also slow from seeping bile and slow from magic attributes on armor.
Slow is lost of control effect but not a Total lost of control

Correct, for example if you have 100 move speed and it’s reduced by 30% , your movement speed is now 70. Then another 30% will reduce down to 49.

The distribution of paragon points in life is so small, aren't tank build supposed to be max of life, armor and resistance?

depends on the play style, I max damage over life since I play an aggressive support. Maxing life would benefit your shield and legendary gems.
