"Look who it is, the traitor!" lol it's funny because he's the protagonist at the beginning of um 4 (I think) who's sent by an evil king to use a magic relic near a town (that probably angered him) and it releases Bomb monsters that destroy the entire town and kill everyone. In short you play a knight who unknowingly does something evil and as a result changes sides and becomes a traitor.
You seem to be confused. The protagonist was Cecil, who he called half-baked. The traitor was referring to Kain, who was called that for betraying the party several times (though not of his free will, rather he was being controlled).
And with Sephiroth "Dangerous on so many levels." isn't what it looks like. He's saying Sephiroth is "brain damaged", what is an irony knowing why Kefka's crazy. (=p)
