He should. The problem is to prove he gave the order to others to violate the gag order. So far, I think there is only 1 person who saw Trump editing notes. Unless that person can also testify he saw someone else read the same exact notes, it would be hard to prove the others did not talk on their own volition.
His sycophants would have to lie on the Bible if brought in to say their gag order breaches were their own idea. If Mike Johnson is a true believing Christian, he might not be able to pull that off. The rest of them would lie or plead the 5th in a heartbeat.
