That's because a lot of legitimate signatures will be invalidated. A signature is considered invalid if it doesn't match exactly what the government has on record when a person first registered to vote. You could be 50 years old and you better make sure your signature is the same as when you first signed your name as an 18 yr old. This is why almost everyone survives a recall in CA.

The minimum wage laws are actually causing these fast food companies to cut jobs and hours. Pizza Hut already laid off all delivery drivers. McDonald's is raising prices and cutting hours. They are also all looking to move to automation/robots to do the jobs. The minimum wage hike is actually hurting the people it was intended to help and we get to pay more as a result.

it violates 5th amendment due process clause to apply laws fairly, it's unfair that panera bread would get competitive edge to pay workers below min wage while other fast food places pay min wage. it also violates unfair business practices act, unfair labor standards act which aims to prevent jobs from paying below min wage, and bribery laws. to win a case about bribery you only need 51 percent evidence and that easily exists in this case.
this is not the ONLY time newsome has been this bad. he regularly does stuff this bad and very commonly, like funding specific ethnicities in unfair ways with government money passing bills to do so. this too violates constitution 14th amendment, and much more laws unruh civil rights act etc etc etc fair employment and housing act, etc etc.

I think there should be a lower minimum wage for tipped employees. I started in the restaurant industry in Arizona and the minimum wage was lower for tipped employees. I can’t higher managers because servers make more than I can pay. I could go on and on about this unfair situation in California and Northern California is worse than Southern California. Wait….so explain to me how Panera Bread even qualifies as a fast food restaurant? The food is served on actual bowls and plates with metal flatware, you stand there or sit there and wait for sometimes in excess of 10-15 minutes to even get your food. Employees are actually back there preparing food in a presentable way rather than just using paper goods to wrap everything and throw it in a bag or on a serving tray. And then they have the bakery. If you have to call Panera fast food, then you have to call Sizzler, Fuddruckers, or any counter-service restaurant “fast food” too, which they’re definitely not gonna go for.
