I've done big city AND small town homelessness, and MOST homeless stay out there by choice.

I met an elderly woman many years ago who was homeless. She was widowed and "checked out" of her kids' lives because they were always hassling her for money. They fought with her and each other constantly. She liked her new life on the street. Nobody bothered her about anything - and she was happy!

Having been homeless for 2 and a half years, I want to speak to what Marie was saying, or more specifically, NOT saying. I was not the typical homeless Vet. I ended up losing my condo, my car, my job and everything I owned because a women went after me, and lied in a court of law. It cost me everything. This was back in 2017, and even today, I am still not recovered from that devastation. But, I was in both a regular homeless shelter and in a Veteran's Homeless Program. The majority of homeless people do not want to get out of being homeless. They are being fed by the system. Primarily, they are alcohol and drug addicted individuals. They don't want to work. For Veterans, specifically, that's not as true as it is with non-Vet homeless, but it still prevalent because when you've gotten down that far, it's difficult to get up.
You can even see people, homeless, out there asking 'for food.' They don't want food, they want money to go buy alcohol and drugs. If you don't believe me, offer to take one out, and have them taken to a grocery store where you can buy non-perishable food, like peanut butter, apples, crackers, etc. They are interested, they'll say 'Oh, just give me the money, I'll buy what I want.' What they want is cheap booze and weed.
Offer to get them a job, or even offer them a job, clean clothes, etc, and they don't want to work.
The reason these programs don't work is that you don't remove the root causes. Take away the subsidies they get, get them into counseling. Create community housing, put them into a structured life, make them WORK for what they want, instead of just giving it to them. Because, just giving them what they want, you fulfill their needs, and once you do that, they have no further need for anything else. This is why homelessness isn't going to go away, people, inadvertently, fill the need instead of lifting them up so they can meet their own needs. Once you are homeless, or out on the street, begging, you have entered into a lifestyle where you fall down more and more each day. The idea of giving money as 'help' only helps to reinforce their lower standing. Give them a job, a clean bed, clean clothes and work to repair their self image and you'll start to see homelessness go away.
Of course, to do that, you need to bring jobs back to America. We need to stop our almost $1T a year outflow of cash out of the country to buy foreign made product, and invest that money into making it here, and then sending it out to other countries. Here is Washington State, we have a $16.28/hr minimum wage. We are second only to the District of Columbia. Companies can not afford that, but we don't have real industry to give people good paying jobs. Hence, the cost of living goes up. In Seattle, as a single individual, you need to be making almost $42/hr . To live 'comfortably in Seattle, you need to make $120,000 a year, and that's just for ONE person. A family of four needs to make $284,000 a year!!! We need to bring back manufacturing jobs, and NOT Union-backed companies. We need to restore American to what it was in the 50s and 60s, and until we do, things are only going to get worse.
Marie needs to spend a couple of months with homeless people to learn what the rest of the panel on The Five understand by sheer reason. She is without any understanding because that's how she was taught. Democratic policies are what are causing all of this, and with California's $20/hr fast food minimum wage, it's actually going to increase the homeless problem in California because a lot of those young people are going to be out of work as businesses no longer can afford to stay in business because regular folk can't afford to buy their product.
