Dowels that measure 1/4-inch will not work in a 1/4-inch hole. You need room for the glue, and the wood will swell a little as soon as you put glue on it. I measure the dowel with my calipers and drill the next size up. Having a set of numbered and lettered bits helps a lot with this. There are many instances where the fit needs to be snug to get a good glue bond. For the tree, a snug fit is not a big deal as the dowel is only a guide. It would not be much trouble assembling without the dowel.
You could load the angel into Inkscape, resize it and print the pattern any size you want. Steves patterns are already in SVG format.

I just haft to glue them together, then thay will be done.

Is it easier to assemble the trees then stain or paint ( if all one color) or stain/paint unassembled pieces? Or maybe just a preference?

We just like to paint before we assemble, but that's up to you.
