Willpower is a finite resource, if someone is tasked with doing a lot of things they don't do well or are unwilling to do, they are going to burn out and make things worse for everyone. Disclaimer: I'm a sysadmin and I've encountered situations when I'm expected to do everything that's even tangentially related to IT, even though my best expertise is solving hard technical problems. I cannot do that if I'm also constantly on helpdesk duty and I'm expected to react rapidly to users' requests and install equipment for new employees. I don't believe that I'm being lazy when I want to delegate such relatively menial tasks to someone else, I'm willing to do them periodically but not to the complete exclusion of also improving the company's core infrastructure and preventing possible malfunctions ahead of time, and I can't focus on that if in the back of my mind I'm constantly aware that I may be interrupted at any moment.
