I would start by copyrighting ALL my pictures. Stealing copyrighted pictures and using them is supposed to be against the law. That won't stop the fruity person, but I'd be trying everything to stop it. It should be up to the parents what they wish to do to stop it.
Don’t make more work for yourself living life. Just don’t post them. Even if your Facebook is set for only family and friends to view, you DO NOT have control of the picture from there.
Those people, or any others should not have to be afraid. One time I found one of my pictures on someone's page. I got in touch with Facebook, and it was taken down. It isn't difficult to copyright.
