Designing Cyber Operations Wargames

Cyber as a warfighting domain demands that military and intelligence professionals anticipate interactions between opposing forces, identify potential novel developments in concepts of operation and campaign design, and learn to fight the force (and dissimilar force elements). Wargaming provides a tool to meet all of these purposes when properly employed, as in the kinetic domain. But despite decades of operational experience, there remains rather few examples of cyber operations wargames - especially those involving offensive cyber and counter-cyber interactions. In part, this is due to the pervasive classification encountered across the mission space. However, there is a robust commercial cyber intelligence industry which offers unclassified insights into the domain from which we may draw upon to build new and better games. We will discuss the key decisions in designing a cyber operations wargame, and evaluate the choices that were implemented in some prior games. We will further highlight the fallacies and myths of the domain that too often translate into sources of analytic error, and consider options to avoid these problems. We will close by discussing integration of tabletop wargaming with live fire cyber ranges for analytic validation and further learning cycles.
Bio:
JD Work is a professor at National Defense University. His research focuses on cyber intelligence and decision advantage, operational art in offensive and counter-cyber campaigns, and strategy in conflict and competition. Dr. Work has over 25 years’ experience working in cyber, intelligence, and operations roles for the private sector and U.S. Government. He holds additional affiliations with the Saltzman Institute of War and Peace Studies at Columbia University, the Krulak Center for Innovation and Future Warfare at Marine Corps University, and the Atlantic Council’s Cyber Statecraft Initiative.
