So far it is far from given that Russia want to spend the vast resources taking Kharkov. There are other cheaper options in Russia´s favour, Kharkov is declared an open city. Kharkov is surrounded and only nessesities is allowed in. Both serve Russia´s interests and both are much cheaper than invading it, plus Russia can move on futher south much faster.
