The candle looking things are actually tree shelters. They protect the tree saplings from animals such as deer that would otherwise eat them. It also creates a mini greenhouse effect that helps the sapling grow more quickly.
Tree Shelters also raise the overall survival rate of newly planted trees to about 85%. So if you were to return in a decade or two you'd probably see the beginnings of a new woodland area.
