There are tons of abandoned homes full of furniture, clothes still in the closets, exotic cars left parked on the streets etc all over Dubai due to their laws stipulate it's a crime to NOT pay your debt. People literally bounce before being arrested and leave their homes, cars and everything else because once they take that passport you're done.
FYI: Anytime any Country takes your Passport it's something serious going on.

Another Country's Government and Court System CAN hold your passport as bail conditions for a crime committed overseas, or legal litigation until the court matter in that country is satisfied. Otherwise they can put you in jail and keep you there until the legal matter is satisfied. The reason they take your passport is so you don't become a flight risk. It's better to have your passport temporarily taken than sitting in jail for that time. So if this is true about Floyd Mayweather, then at lease is free to walk around in the community over there and not be behind bars.
