Thats gluten. basically they "wash" a dough in water for so many times until they get a piece of pure gluten left. At the same time, The water become like flour paste which is for making the cold noodle
As someone who's Dad came from Xi'an, biang biang noodles are so popular along with all the other stuff you ate there. We eat it all the time when my grandparents make it and it's so good. Also the acidic vingery dumplings are recommended for when your sick. Not too spicy but sour, known to make you eat more
