The system here in Australia isn't too far from it. Not many years ago I had to ,for work (for a small business), contact our state gov member about an issue and his office were hopeless, basically "send us an email and you'll get a response in a few months". We had to have something resolved (it was basically a minor issue that was read into wrongly by a different gov department we have a contract to work for). Anyway being a bit pissed off I sent an email to our local Commonwealth Member for Parliament (Federal MP from the same party that the state gov was). Within two days he calls, says my response from the state gov wasn't good enough and he was going to personally call the Commonwealth (federal) Transport Minister the following day who was from a different party but assured me they were actually on good terms and they wouldn't make it a political game of it. The Transport Minister for the entire nation is also the Deputy Prime Minister and within a few days I get a call from his Chief Of Staff and we conference call with the federal MP and after explaining the issue the national regulator basically took it on to clarify things with the state regulator and the issue was resolved. All within a week. Sure enough the following week I get a very apologetic email from the state member.
Ireland has a similar culture. Because of our electoral system, politicians have to do a lot of constituency work to be re-elected. Its fairly easy to get in touch with a TD (what MPs are referred to in Ireland) and most would run constituency weekly if not more. They reckon its one of the reasons why far-right parties havn't done well in Ireland yet.

Trek001 Because it's a rather tasteless reference to the Azaria Chamberlain disappearance. In case you don't know, in August 1980 her mother reported that she'd been taken from her tent by a dingo, but the police and the media refused to believe her and she was eventually charged and convicted of murder. She was released from prison after three years due to new evidence.
I will say this isn't the worst reference to the case I've seen on The Simpsons, though.
