OFFICIAL WAY TO FIX WINDOWS 8/8.1/10 PHONE BOOTLOOP AND BLUE-SCREEN OF DEATH HARDWARE REST FAIL

Foreword.
How to fix your Windows Phone if the HARD RESET VIA BUTTONS
don't work anymore ? That's the Question :) and here is the FIX , the official one.
About :
This is about the Nokia Lumia 530 Phone running into a blue screen and reboots back to continue the process.
I did nothing to the phone and this happened after some months not using it , the battery was still full ..way to go Nokia , but the software run into :( blue Screen of death)
Also the Hard Reset exclamation Mark cannot be entered and only
the FLASH RECOVERY can be entered but it's probably for something else because the PC could not deal with it.
First of all you will need a tool called
"WINDOWS DEVICE RECOVERY TOOL "

Well I tried the hard reset. But got to exclamation mark point, did the button up, down etc. But it restarted and still went back to the blue screen of death mode. And now it won't go to the exclamation mark again. I don't understand what went wrong there. Help would be appreciated
