I think I have found the solution, not sure if it is correct but it works. Instead of following the instruction, go to the Adjustments area to the right of the screen and choose Levels from there. This changes the look of the picture.

When i convert the image to smart object, i can't open the "Levels" tab, the option is greyed out. Could you help please? When i skip the Convert to Smart Object step, i can open the levels tab though.

Strange.. hmm, click on the model layer after converting it into a smart object. Head up to Image - Mode - 8 bits/channel.

I did select the model after converting it to smart object. And the image mode is already 8 bits/channel. Doesn't work with 16 bits/channel and 32 bits/channel either. i give up. haha. but thanks :)

If you want a precise cut out I recommend the Pen Tool, you'll have much more control over your selection. I used the Polygonal tool because it gave it an actual "cut out" look and I wasn't going for a precise look.

the pixel radius made my image look like blobs

For some reason I couldn't get the pixels to look quite like the ones in your picture, and when i chose notepaper it turned up red....

Hello, try changing the radius a little bit. If you're using a different image, It should
be adjusted a bit more. Before selecting Filter Gallery, reset your brushes. Hit D on your keyboard, Choosing the notepaper
should work now. Hopefully this helps. :)
