Amelie is on the beach. The one who causes the death stranding is her other self, Bridgett aka the President when she tries to revive the baby.

That one is Bridget, Amelie is her separated soul. Sam is the causing death stranding because Amelie broke the universe balance law by reviving a dead baby. Sam fix the balance by saving Lou.

Spoiler Alert. As part Bridget (Amelia)'s Plan, he played as the bad guy of her story. As she is Extinction Entity (EE), She give Higgs the power to create timefalls and BT Monsters, as well as the fake Bridge Baby (doll). After he was defeated, Fragile give him the choice either death or eternal solitude on the beach.
