I know a woman who came legally from another country over 30 years ago. She told me she was required to learn English as part of assimilating into the American culture. Having to learn English is not something new.
She wasn't required to learn English, she just felt it necessary. There is no legal requirement for immigrants to learn English.

I'm Papua New Guinean, a country that speaks more than 800 different languages, I speak English and am not offended. lol
My grandfather jumped off a ship sailing into New York harbor and swam to the Statue of Liberty . They pointed him to Ellis Island , he tried to swim there before he was rescued with the other 50 merchant marines from Poland . He did not speak English then but he spoke 4 other languages. He spoke perfect English within 2 years , worked his way up to own companies that provided tools for WW1 and had three sons who fought in our Army , Navy and Marines.
