I don't know what jurisdiction this was in, but I can tell you where I am, the failure to wear a fall arrest system and other safety equipment not to mention the use of this ladder would result in an immediate stop work order and a whole mess of charges before the courts. I am having difficulty in imagining less than $50,000 in fines and possibly more.
