There were originally two women on the team; Devon and a beautiful woman known only as 'Kitsune'. I love that little nod but a headcanon of fine makes it so much darker. Maybe there really was a woman named 'Kitsune' who was the original owner of the Mythical Zoan. And then, Devon killed her for the Fruit. It could either have been before her imprisonment or after Teach broke her out, either way, it makes her that much more gruesome. This is interesting since it was recently found out (through the Vivre Card databook) that Devon likes to chop off the heads of women more beautiful than her.

The best way to plan with someone like Luffy who likes simple plans is to either make a task for him to accomplish while other people do their jobs, or put him in a position where his job is to cause as much mayhem and destruction as possible. One of my favorite anime incarnations of the nine-tailed fox is from Ushio and Tora where the main villain is a silver kitsune named Hakumen No Mono who has god-like powers and is obsessed with killing all humans because he's jealous of them.

The nine-tails probably copies the appearance to perfection but doesn't actually copy their abilities. Devon is strong enough to be a level 6 prisoner though, so that part isn't needed.
Mr 2 doesn't copy abilities just stats changes i.e if he copied kaido he'd be as durable and as strong as kaido but wouldn't be able to turn into a dragon
