Bungie stated that picking up orbs will grant you Armor Charges off the bat. True, but not the whole picture.
With the release of Lightfall, Destiny 2 now has a new mods system amongst A LOT of other changes. It uses the same premise of picking up Orbs that becoming Charged with Light mods used. It also combines well mods like Font of Might.
But it's arguably more powerful in some ways and more confusing in other ways.

trying to put together an armor charge build right now. but do they give an flat bonus by themselves? or are they purely for activating other types of mods that you have. like are they a resource? or do they give stats by themselves?

The charges themselves do not bestow anything to you alone. As you stated, you're correct. They are for activating other types of mods. The Armor Charges basically enable/allow mods that you equip on your armors to work and do their magic. Each armor charge box is like paying 1 box for the use or buff of 1 kind of effect. If your armors have something that requires Armor Charges, the Armor Charges will be immediately used up or in the process of being used.
