The "baboons" here refer to crooks and cheats who do whatever they want without care for the law. So, Frank basically called some or all of the elected officials in the city crooks, because the voters keep voting for them.

It takes a special man that can make these types of movie and make them funny & entertaining. It's so easy to make these movies just outright stupid, but Leslie Nielsen had that, IT factor that made these movie funny as hell! RIP Leslie!
