The problem I think is that Russia thinks that by building these advanced nuclear weapons, they will be held in respect and fear. The reality is, they are held in disgust, contempt and anger.. All this escalation will provoke is a western response in kind. In fact, the United States has already displaying a new intermediate range ballistic missile due to rushes breaking of the treaty. As far as I remember the design of that type of weapons started when US started to deploy a new missile defense system around russia, lying as usual, that it is not being built against russia, rather agains iran. but russians didn't buy that bullshit anymore, so they tried to oppose the deployment, then gave up and have built a new concept for the nuclear charge delivery to restore the parity, no matter what missile defense system is built. they simply don't care anymore.

I dont think anything beyond set speed can re-direct. The acting forces at mach 10 plus. It doesnt make sense. A drag car thats going 120 mph, and loses control, though its off course, its still tumbling in set direction, now speed that up 5000 percent, there is no re direct. The data collected, if possible can perdict its target. Mach 20 is insane, but with the right tools may be more predictable.
