It's not about rotational inertia, that only affects energy consumption when accelerating. With larger rotational inertia you also get most of that lost energy back when you're decelerating and charging the battery. It's mostly about the aerodynamics of the rims. Tesla's smaller rims are very closed off and thus aerodynamic while the larger rims are very open to look nicer. The open rim design adds a ton of drag and that's what really affects your range. I think it's the same with Hyundai as well. The smaller rims are closed off for aerodynamics and the larger ones are more open for design purposes.

Not fully accurate, the 20 inch wheels increase the rotational inertia. Model S 19 inch versus 21 has a similar effect.
