So most would be lower. Rivals and side characters, teachers are almost always higher tier. Honestly Naruto would be higher then any of the main characters.
Also I LOVE Fairy tail, my 1st tattoo will more then likely be to match Erza but Nastu is bottom F 100%. He isnt a good main character, Most of his fights are BS plot armored or helped, his character is meh
