I have ugraded my CPU and I cant get 40 fps steady at high settings,i had an sempron 145,and right now an phenom ii x4 910e and its running worse(and is only used at 50%)
+Hank Hill Pfft, 970 ti doesn't exist clown. This i5 4690k + 970 gets solid 60 fps + and about 50 fps with Icenhancer and texture replacement.

@Flycoolasamuel1 It's recorded on screen which slows down the CPU. GTA 4 is also a CPU intensive game
@Agoka47 You can play GTA 4 on 1.0.7.0 highest on HD5570 @ 1080p with a quad core precessor and get around 30-40fps
@pitchy016 Intel(R) Pentium(R)4? I'm guessing the x2 means two cores? Well sadly that CPU isn't good enough..you need at least a Core2Duo to play at medium..even though you'll probably only have a max of 20 fps
the memory usage is lower thus making the computer over heat
i just installed the latest patch 1.1.2.0 and i get lower fps...i dont know why...same thing happens when i install service pack 1 for windows 7...its very strange!!!
and its a huge difference i usually get 28 fps now only 9fps

how do you even patch the game? i downloaded the files but i dont know what to do with them i dont want to mess something up....
@HardStyleFear its not his ram. His P4 CPU is too slow. Anything below a quad core can make this game stutter. Esp. if you try to run it with enbseries
@yosef019 man i have a problem with this game . Gta4 is running with 35 fps average with medium settings and this game the same but i get a lot of lag so after 15 minutes it is unplayble being full of lag

look at the gpu temp and the speed the new patch has less fps because it uses less gpu power or just youe pc is mess up a bit

@AMMAR1798 No, you'll need at least HD5670 for a playable quality. Believe me, cards which are worse than that are shit for GTA
1.1.2.0 uses less video memory, and uses less GPU power, saving you energy and heat, as well as keeping the same frame rate.
Or demand that Rockstar makes a new try and makes a GOOD fucking port...

There's no EFLC 1.0.0.0. - 1.0.0.0 is still the retail GTA IV.

This game still lags like a bitch like it's in slow motion and before you say "It's probably your computer" then it's not because it runs GTA IV in ultra settings without even the slightest bit of lag.
Just set view distance and detail distance to 30 and be happy!

at first it lagged a lot for me so i instaled 1.0.7.0 patch and it is working perfectly(no money and no shopkeeper)
