The mig 25 was not a highly agile aircraft. It was built for speed and mainly used for interception of US aircrafts like the SR 71 and later for high altitude reconnaissance. As you rightly said it was basically a high speed aircraft , cumbersome, due to its size. SR 71 blackbird was much more technically advanced and still classified.

How can we compare aircrafts built for totally different purposes.
SR-71 black is a high altitude supersonic reconnaissance aircraft. These aircraft have no weapons integrated and was never falls in to the category of a fighter interceptor.
MIG 25 is a high Altitude fighter interceptor made is counter U2 and SR-71s in reconnaissance mission flying over Soviet Union in 70s and early 80s.

Dude, till date USA is sourcing aerospace grade titanium from Russia to build their fighter jets including Stealth bombers. The analysts jokingly said , US is sourcing weapon grade materials from Russia to fight against it.
The problem with the absence of Titanium composite alloys in the development of foxbat was due to the fact was the high altitude and speed develops cracks in the welded structure of Titanium, and yes high cost of development was another reason that they opted heavier nickel steel which considerably less than titanium and allowed for welding, along with heat-resistant seals.
The overall alloy combination percentage was 80% nickel -steel alloy , 11% aluminum , and 9% titanium.
The overall welding was also a combo of spot welding , automatic machine welding and hand arc welding. When Viktor Belenko defected the erstwhile USSR and landed the jet in Japanese base which gave an opportunity for the US technicians to inspect the overall structure , they found that some of the joints were pieced together using hand arc welding. Vacuum tubes were used because they more tolerant of temperature extremes owing to its high altitude flight and high airspeed.

titanium for SR71 was imported from Russia. Then how did they ran out of titatnium?
they were aldready using a lot of titanium in space, submarine programs, so there were no sufficient supply of titanium for making 1000 such planes, so steel was chosen. Also russia did not have much expertise in welding titanium to aircraft standards. Americans somehow developed complex technologies to weld titanium without cracking, which led to the strong airframe of sr71.
