22:16 Well they actually did a change where now Brand's ult also bounces on him. So it's not longer a dead ability in 1v1 situations without minions.
If you look at 15:50 he uses W to one shot 4 creeps and you can see his mana instantly replenishes back to full so I think that answers his question about does the mana regen work if you one shot

I absolutly love brand. I love to stack all the items with effects refreshed by abilities, so I get maximum burn value. Rylais + Demonic + Morellonomicon so they suffer 5-8 seconds of three burning DOTs, Slow, and Anti heal. I am a player who likes to spam abilities, so I also often build Seraphs on him for the big mana increase, and the CDR!

He isnt, any champ that outranges him makes him almost completely useless on lane and his range is quite short, you might not get to the teamfight phase ever blindpicking him

I think with brand lux annie and a lot of other champs it's more about sounding cool. like "I'm annie challenger" doesn't sound as impressive, as "i'm zoe challenger", and even more like self-mockery.
