What's Americas current population 300 million plus, right? If SHTF I would wager, 290 million died the first year. Even when I think about my family, 90 percent are not cut out and do not offer any real skills.
Think about any kinetic operations. Who would lead the group if attacked? I would have a separate person to lead in defense, scouting and any other kinetic operations who would also serve as a non-voting advisor the council for missions only as needed. This position would be only outward facing (for immediate defense or kinetic missions). All operations would be sanctioned by the council and the council would have the sole voting power. The position would be subordinate to the council, however under times of immediate defense this post would have the powers to muster and direct the group in the defense.
