Doing the same move twice reduces the damage soo learn the combos that do the most damage for each situation. You get more follow ups and damage for each character downed soo 3 at full team, 5 with 1 character down and 7 with 2 down. If at least 1 character is down you can spend a bar to do a kaioken kamehameha.
