There is not much difference. Effort wise, UPSC requires more effort than tnpsc Group A exam but its more rewarding. The posts have greater power. For Group A exam, lots of things have to be memorised mechanically compared to UPSC
TNPSC group A is more uncertain as exam doesnt come regularly year after year. Vacancies are also much lesser

Take a look at the syllabus for IAS exam- You will get an idea what topics to study specifically. Start from lower standard books and later move to higher standard books.

To become a sub collector, you should write Union Civil Services exam (IAS exam) and become an IAS offficer. To become a deputy collector, you have to pass TNPSC Group A exam.

Who's the first person of the district sir ? DM or district judge ?
DM is the overall administrative in-charge of a district. Dont confuse judges with Collectors. Judiciary is completely a separate organisation.
As I explained in the video, Executive and judiciary were separated long back in India.

Once a person becomes IAS, he or she is IAS. Does'nt matter if its conferred or direct recruitment. 3 years is approximate period. It can vary based on the individual state requirements
