Neighbours defective rainwater goods

Dampness on the party-wall side of the front living room wall results from a blocked gully that appears to have a leak, at the base of the neighbour's wall. The wall has been damp-proofed, temporarily hiding, rather than dealing with the root cause. The long-term solution is for the neighbour to deal with the gully, if nothing else, to redirect water away from the house.
