One thing to check, is the battery lithium? If so, check if the BMS (Battery Management System) is in the battery or the drill. It could have been part of the circuit that was removed. If so, it's a possible fire hazard if you run the battery flat!
Considering the average human pain threshold is around 110 dB this could be classed as a defence item.
