China's deputy permanent representative to the UN, Geng Shuang, expressed sorrow that no decision has been made.

The only way to get to the bottom of the Russian gas pipeline destruction. This can be done in the UN outside the UNSC since the seats are majorly owned by US and its European allies. There is no reason especially for the Europeans to object. That is, unless they were also involved. But some might be more than happy to learn the truth.

Just do it. Germany was a part owner in the pipeline with Russia. The explosions happened in Swedish and Danish economic zones. Everyone did their own examinations. In Sweden it was a police investigation and Swedish police won't have anyone else to interfere or be part of ongoing investigations. It is a normal procedure for all cases. It was concluded that it was a terror act, but results were inconclusive-no one could be pointed out. Anyone else is off course free to do their own investigations.
