It is even referenced elsewhere that Ultra SSJ is a useless form, and it is mentioned that Vegeta certainly knew of the form, but didn't use it due to its uselessness (a bit stronger, but much slower with large drain). 2.) Gohan in SSJ (When fighting Cell) was inarguably the strongest fighter there. This is stated many times. He is stronger than Goku, and far stronger than the rest (including Vegeta and Trunks). Given this, he was still being tossed about by Cell. Further proof of Cell holding back massively against Trunks. 3.) SSJ2 is not only implied to be, but shown repeatedly to increase power drastically from SSJ1, but instead of losing speed, gains it. We don't know much about the drain of SSJ2, but it was implied many times that Ultra SSJ was an incomplete/defective transformation, which had particularly high drain for useless yield. Perhaps more drain than SSJ2? I'd say likely, due to the incomplete nature of the form. 4.) Trunks stops using this form because he realized how useless it was. In fact, this is something that is shown. He is devastated by the revelation that the 'secret power' he though he'd achieved was actually a waste of time, which Goku (and supposedly Vegeta) knew to skip past. It was a humiliating experience for him to discover that he'd fallen for what is essentially the DBZ equivalent of a 'noob trap'. 5.) We know nothing about the mechanisms of charging in this form either really, but it seems unlikely that Vegeta could've gone Ultra SSJ and done the final flash. Final Flash was already Vegeta pushing his forms and power to the absolute breaking point. Either he couldn't gather the energy properly, or it had too much drain, or some other factor, but Vegeta clearly believed it was more effective to charge Final Flash in his Super Form (Which yielded substantial results relative to his strength). 6.) Trunks doesn't know how to use Final Flash. Also it's unlikely that Cell would've allowed both of them to charge an attack against him, as even he wasn't certain of his power at that point. Furthermore, fusion attacks weren't really a thing at this point, and don't necessarily make a move much stronger, like fusion does to a fighter.

On top of the speed disadvantage that came with SSJ Grade 3, Broly’s production was running concurrently with the manga during the Cell saga, which was getting weekly updates. That’s the main reason a lot of the z movies don’t fit in. The production was so rushed that there was no time to consult Toriyama then revise them to fit into the greater story.

There isn't much to perfect. It's Super Saiyan 1, with more energy pumped into it, which makes them bulky and slow. The only way to improve the form is to increase power without losing speed.. so Super Saiyan 2.

I think if trunks had fought cell without his pupils then he wouldn't control his energy and his ki would keep rising and hus speed increasing but krillin got trunks attention that's why he got his pupils back
