That... Is one very very rough looking clock, Tommy... But it's meant to look like this. Lovely blue hands and the numbers should be blue as well. Once the clock is properly clean and the timekeeping is sorted out,it is quite an interesting piece. Well done. Nice one.

Looks much like a german "Blumus" made movement to me
My best guess would be it was probably made in the USSR between 1930 and 1940.
blue numbers ?
