I don't know when bungee cords became a thing in the military but it sure wasn't in the 80's!
It’s interesting to see how various poncho set-ups are useful in different situations.
Bungee cord is just so easy to get a basha up in a hurry..Most of us Brits did it back in the day..

Spent 15 years in the Infantry never made a shelter like that, our poncho shelter couldn't be over 2 ft above the ground, had to crawl to get under it
Spent 23 years in the infantry never made any poncho shelter. Only used the poncho to wrap around the sleeping bag. When the Gore Tex MSS became issued the poncho became useless.
