You chose the perfect day to stop on by, it just so happens that for the first time since the bombs dropped, a true Diplomatic Visit between nations is happening! That's right, the President of the NCR, Aaron Kimball is visiting, so not only do you get to experience all of the beautiful landmarks like the Verdan Monument, Concord House, and the Capitol Building, but you also get to see the preparations for the visit. Not only that, but it looks like you've chosen the deluxe tour, so you get to see even more! Come with me as I show you Red Rocket's flagship location outside the Capital, the City Tree and the Verdan Monument, the Hyperion Hotel, and the Publick Occurrences News Network HQ. You also get to see secret behind-the-scenes areas like the Cabinet Secretaries rooms, the Concord House West Wing, the office of the Speaker Pro-Tempore of the Assembly, and many other places!

Gonna do a pinned comment here just cuz this video is getting some traction and someone suggested it. I'll cover some questions people ask, and I'll have the mod list in here.
First off, I just wanna thank you all for your interest and comments and views. My motivation to build in Fallout has dwindled over the last year, and with this next-gen update breaking many mods, I think it'll probably a bit before I upload anything new, but I appreciate y'alls interest all the same!
Alright, now addressing some questions/comments people leave.
- This build isn't a mod, it likely won't ever be one, or a transfer settlement blueprint. I built this over a year ago, multiple of the mods I used to build it are broken, and I don't know how to properly express how broken this build is. No computer can run it, the game engine itself can't handle it. It's far too large, and has far too many bugs. Also, it's not functional. Most of the buildings throughout it are completely empty shells to save performance and the ground has no navmeshing.
- My flags were designed by me, but I used a mod called "Flags Extended." to add them to the game. I don't know how to mod stuff in, and I likely won't learn. I don't really want to share my flags, especially since they're very specific to the CUT.
- I know some of you are having issues with the audio level. Commenting on a video over a year old won't change that, I don't know what to tell you. The audio seems perfectly fine to me, but I will mess around with it whenever I come back to making build videos.

It seems to be like a East coast version of the NCR, but actually focusing on trying to be stable and build up its internal infostructure before trying to expand and become the new US. And unlike what it's looking like in lore now a days, the CUT shouldn't face an internal collapse, unlike the NCR.

This feels like the NCR capital from FO2, great work! If the minutemen ending is the canonical ending this is how I imagine the capital of the Commonwealth should look like
This is a stunning build, I don't think I've ever seen anything quite so cleanly built. As someone said already, modlist please if available. I'd love to know where a lot of these items come from besides things like Snappy House Kits. Especially like that awesome piano.

What i love about this is that this isn't lore breaking at all because it makes sense that all this would be possible with the help of institute technology of course but man you have really inspired me and when my pc arrives this wensday im gonna have a blast downloading mods to make my own minutemen controlled commonwealth

I've gotta say, whilst this doesn't *feel* like fallout's typical post-apocalypse setting, this is by far the most detailed and thought out representation of what the future could hold for post-war America! I believe that RangerDave holds the crown for building the immediate resurrection of pre-war ideals in the commonwealth but you certainly take the cake on what it can become given enough time, detail and immeasurable thought. You should be proud!!

Im literally gobsmacked. Im only six minutes in and the bridge lowering with the rails lifting was shockingly cool. This detail is absolutely amazing.

I was going to get mad about the buildings and shit but then I remembered that in 200 years irl we've gone from wagons and muskets to whatever the kraut space magic sig is making and race cars that cab break the sound barrier, good build.
Lmfao, In the lore of this particular version of the fallout world the 4 factions also (through Major fuckery on the part of the the Pres and his wife) joined together, and with the Institutes minds and the brotherhood's tech, this could all def be possible. Plus I'd say that this tour takes place in around 2310-2315
oh my god this is absolutely the best build I have ever seen in not just fallout, but any game. everything has a purpose and explanation and it just scratches every worldbuilding itch i have. this deserves way more views and you deserve way more subscribers
Have you ever mentioned what happened to the Pre-war house of the now Incumbent President and his First Lady? I imagine like it becoming a historical site.
Well, most if not all of prewar sanctuary was completely flattened and leveled to build the new Capital, but I'd say that they had the President and First Ladies's house moved to somewhere nearby and is a historical site like you suggested :D.

hm ive always wondered what pre-war would look like, hm looks like i have found it. It almost hurts my eyes seeing it as its just so different but i love it. great work man, now all you need is an active military and your nation will be done, maybe a army base.

This is incredibly well done, also when you mentioned not having the president etc ingame, if it’s only a matter of the name, there is an in-built command for this.
Nah, I have him as the Player Character of another save (CUT builds are across multiple saves cuz too many settlements of this size breaks saves), I meant as an NPC, I had something in the works but it was super buggy and annoying so I gave up on it.

Can't believe that it took this long for this to show up on my CZcams recommendations. Regardless, I am impressed. The concept you went with here is actually very similar to what I did with Jamaica Plain as the New Commonwealth capital, but on a much grander scale. Even right down to the sections of the settlement still under construction (in the case of my Jamaica Plain build, it was because I have an expanded build area via the Commonwealth Responders mod by Tu3sday, which is great, but about half the cells are still set up so that everything in them is hard pre-combine objects, so you can't scrap or disable any of the broken building parts & such, even with Scrap Everything).
One thing I'd like to see would be a flyover view to kind of get a feel for the overall settlement build. Still, great job!
I really like how you built up sanctuary, you definitely went with more of the big city route. When i build up sanctuary usually tend to go with the modest little old western style town with a slight 1950's modern twist.
Yeah, I definitely enjoy the more modest style as well, but when you're building a capial like I did you gotta go the big city route, I see this build being like. 20-25 years post endgame. Like around 2310-2315.

Thanks! I definitely have a love for the scrappy too, but the C.U.T. Doesn’t lend too well towards that style often. I can definitely recommend my Sunshine Tidings build tho if that’s your taste, it has a much more out-in-the-frontier scrappier feel, while still being able to fit in the C.U.T.’s safer and more advanced commonwealth, though maybe earlier in the timeline than Sanctuary City. I also think you would like TU3SD4Y’s spectacle island city build, it’d a great blend of a city like this, and the scrappier vibe that you like :D

Hey! I just stumbled across your lore on the CUT (read up on it on the wiki, may have looked through your stuff on Reddit too, and obviously just watched this video) and... oh my god I love it. I'm a big fan of developing Post-War nations, and while my personal expertise/interest lies within the Legion (specifically in turning it into a self-sustaining, stable, and societally transformed hybrid democracy suited for long-term survival within the Four Corners), the CUT has left me enamored. No joke, I don't think I've ever been this excited seeing fan content for Fallout 4 before. I have a ton of questions, but I think the comments aren't the best place for that kind of onslaught, so I'll pick one topic for now.
It looks like the CUT emulates a lot of aspects of the Pre-War government, a la the NCR. I assume much of this stems from multiple things: the way synths working within the CUT (like Alexandria) have the U.S. National Archives uploaded into their minds, the way two of the CUT's big hitters (John and Nora) are Pre-War themselves, the way other important figures (like VP McNamara) are vault dwellers who likely received a formal education on America, the way Boston itself is a historical/cultural hub for all things USA, et cetera. However, I was wondering about how much this influence bleeds into the culture of the CUT, as unlike the NCR, the CUT doesn't have its roots in the multiculturalism of Vault 15. Does the average citizen of the CUT dream of that white picket fence and 2.5 kids as they salute the CUT flag? Obviously Sanctuary City represents the pinnacle of what life could be like in the CUT, but what about everybody else? Companies have been revived, so is the CUT leaning towards Pre-War consumerism? What tensions exist between the structure of the CUT and its citizens?

Hey! That is definitely one monolith of a question! I will clarify, not all synths in the government have the National Archives uploaded, Alexandria was just a special case.
As for how Pre-War US culture permiates the values of the CUT/It's Citizens, it's definitely there, especially with the advent of more formalized education in the Three Commonwealths, however it's definitely looked at more critically at times, especially when it comes to like, rampant consumerization and the causes of the Great War. A lot of the ideals that the nation/it's people hold in high regard (truth, justice, freedom, democracy, etc.) are mostly inspired by the US, especially because like you said, a lot of the government is made up of people who have experience with the US' ideals, but they are supplmented with more practicallity and survivalism which is needed in the wasteland. Does every citizen dream of a suburban life style? no, that is the nature of a wasteland, and while Sanctuary, and several other places in the Three Commonwealths have been redeveloped to a pre-war standard, the scars of the great war are still way too prevalent to make life normal (by a pre-war standard), even in places like Sanctuary City. Truthfully, I don't think the CUT will ever become exactly like the Pre-War US (at least, not for 100 or so years.) because the world has just fundamentally shifted. There definitely are tensions between the structure of the CUT/the more developed places, and the rest of it's citizens/territory, but at the end of the day, the CUT is doing as good as it can with the cards its been dealt, and it's the wastelanders best bet, so what are they going to do? go back to lawlessness.

I am genuinely in utter awe of this, I don't know much about FO4, so I assume the models for the flags and NCR decorations are custom-modded in? This is absolutely beautiful, and I can only imagine how great this would be if FO4 would allow you to host servers, so the world could truly come alive.

I love these builds! I just found this channel and so far I’m blown away. Do you think it’s possible for you to do a short video just in the lore of the CUT. Some of the struggles it took to get all the factions working together. Maybe with a slideshow of your builds as you do a quick overview of the development and implementation of each into the the CUT. I think it’s be really cool. Or if you already have a lore video what’s the name because I’d love to see and be all caught up when watching these builds.

Last question I don’t have a good pc so I just play Fallout 4 on Xbox. Do you think you’ll ever port some mods like your CUT flag to Xbox? Honestly that’s the one I want the most your flag is DOPE man😂! Looks like a real insignia and perfectly represents the alliance. The Institute although sinister in origin has made the rapid growth and expansion possible for the CUT through their technology, brilliant minds, and resources. After reading your wiki it likely would’ve taken the BoS much longer to repair the stingray deluxe and prolonged the 3 month war. Just as an example. So the Institute is possibly the most important component of the CUT by enhancing the capabilities of the other three factions especially in the early days. Next would probably be the BoS for their military strength. But I really like how you positioned all the factions insignias around the minutemen who held it all together and formed the crux of the CUT to represent the common people of Boston in the scattered settlements.
Long story short I love your flag and I’d love to use it post game on Xbox to do my own builds. But I get it if you’re not interested. I just wanted to ask.

As for the flags, I'd love to be able to help you, but I myself didn't actually mod them into game, I found a mod called Flags Expanded and all I did was basically drop the flag file into a folder and it worked. I have no clue how to make mods. Sorry dude.

This is a great build man and I would really love to see this in greater detail and I was absolutely blown away when I saw this and I was thinking that maybe u could turn this into a storyline and possibly make it a mod like sim settlements 1 and 2 If u could reply I’d love that but I just wanted to let u know this was a great build and vid and I see huge potential with ur builds
As much as I'd love to, I have nowhere near the time or technical skill to do anything like Sim Settlements for the C.U.T. Honestly, if I ever were to embark on something like a questline, it would have to be a main-quest changer because of the edits that I did to the main quest to accommodate the factions, and it would just. Generally need so much work that I'd have to have a team like Dawn of America or these other Total Conversion mods to even attempt it, which is something I don't really want to do.

Thanks, man! I'm always happy for the support, also citizens cap is based on happiness if I remember correctly, but also there are definitely mods that change it, I'm not familiar with them though because I don't like. Like Settlers because they're just useless lagmakers.

This is like something i always wanted in fallout, 200 years have passed, people will stop using goofy ass planks and whatever shit they found on the ground and start using real concrete and bricks to build using pre war architecture, even in the tv show shady sands uses pre war architecture

Thanks! I'm always happy to hear that. As for the roads, They're from Akira's Clutter, under Structures/Roads. However, you generally need a very flat space, and it'd be best to use Place Everywhere for the precision tools it adds.
@@thegamingvaultYT Wow, sanctuary has a relative slope imbedded, and considering you built from the bridge, did you adjust the roads to slope in a way to make it look seamless?
@@artfuldodger8388 no, I messed around in Creation Kit and flattened sanctuary at the level of the bridge, the only issue is I never navmeshed it, hence the lack of settlers lol.

My guy this is an incredible remaster. The original settlement was amazing but this is next level. Did you import those flags directly yourself? They add some great detail to the build.
Thanks! It took around 164 hours to build! I really enjoyed working on it though, even if inspiration came and went! As for the flags, they’re all my custom design, but I used a mod called flags extended which allows you to add custom flags into the game!

I love this! Only problem I had with it was The Institute... There would've been no way to unify with them as, well... Simply put The Massacre of the CPG. Is there a way to download this map for my own take on it as I love the beauty of it!

Man, I had a similar lore about the Minuteman on my last savegame. It's such a shame I lost it all when I bought a new PC.
But mine was a little more... Dystopian. The capital remained in The Castle. Sanctuary Hills was a safe heaven for the rich brahmin moguls and high-level officers. Since in my playthrough the Minuteman sided with the Institute, Sactuary had it all... Lush green grass, somewhat pristine picket fences and a wall surrounding the place. The Castle was way more cramped up, lower level citizens seeking refugee from the mess that Downtown still is, and a huge safety door protecting the situation room, where all the major decisions were taken.

It’s from a vault retexture mod, Fallout 3 style vaults or something like that. It’s generally a great retexture because it makes vaults look much less saturated and grittier.

I’m wondering how you avoid the screen tear and textures freezing, popping, when too much has been built? My Sanctuary is something I’d love to share but the visual issues are infuriating 😬😬😬
Hey! I'm super happy to hear that. As for the screen tear, I haven't ever found a way around it besides turning down View Distance in the advanced graphics settings on start up. i think it's just an issue of too many textures/items being loaded in for the game engine itself to handle :(

Most likely, yes. Acting as the headquarters for the Commonwealth Science Division, as well as an actual functioning University.

Hey! Yeah so actually I learned how to modify terrain in the Creation Kit, and flattened the whole of Sanctuary myself, I'm not gonna release it or anything because it's not navmeshed, but it's why I couldn't have settlers, they were bugged out. I tried to do it without terrain manipulation and the roads were impossible, and then all the mods I found weren't actually flat, had horrible steep inclines, or vibrant green grass, so I did it myself.

@@thegamingvaultYT Yeah. It also used the creatin kit for some of my build but its not that helpful for navmeshing. I do remember there being a mod that flattened Sanctuary. I'll try to find it if you would like settlers to able to live there :)

Wow! So much more than I've seen before! It was interesting to see what you did as opposed to what I usually do and look for. Got some great ideas to bring into my builds. Also, loved the fun fact of putting federal flags to the left, subsequent association flags to the right. It seems government heavy and you seem well versed in such. Are you in the know because of your job or are you a history/gov buff just doing your research for the build?
Also, I don't see Annex the Commonwealth on your mods list - what did you use to edit outside the settlement area?
Thanks, I had a lot of fun making this build, it as an absolute process, but in the end, I'm super proud with how everything came out. As for the flag thing, that was something I just came up with on my own, and the build definitely is Government-Heavy because well, it is the Capital, and + I enjoy doing stuff like that lol. I'm just a big Government/History buff having fun on Fallout.
Basically Just a blend of Place Everywheres ability to let you place outside of bounds and some obscure mod I found that expands the RR/Sanctuary build area.

btw the work put into building this city and the lore behind it is impressive, i like how much thought you put into who in the wasteland would be the best at various government positions, and that your conclusions were at times some pretty obscure characters
Post-War! and thank you, I enjoyed working on the whole thing greatly, and yeah, a lot of the characters are more obscure, but I think they definitely fit the bill for the position. Mayor of Bunker Hill, Kessler as Secretary of Commerce, Overseer of V81 McNamara as Vice President, Geneva as the Chief of Staff, etc.
This is atomic heart, and fallout smashed together to make one of the most spectacular settlement builds I’ve ever seen
